All provisions of this chapter not stated as being misdemeanors are gross misdemeanors of the city. The penalty for a misdemeanor shall be a fine not exceeding $1,000.00, imprisonment not exceeding 90 days, or both, and the penalty for a gross misdemeanor shall be a fine not exceeding $5,000.00, imprisonment not exceeding one year, or both.
