The City Council finds that inadequately controlled noise affects the health, safety, and welfare of the people, the value of property, and the quality of the environment. There is a need to abate and control noise, considering the social and economic impact upon the city. This chapter provides for noise abatement, a method of enforcement and for adopting State Noise WAC’s by reference.
