The modes of making payment for such portion of the cost and expense of any improvement provided for in the ordinance codified in Sections 3.04.020 through 3.04.080, as shall be payable by special assessments, are immediate payment and payment by bonds. The mode adopted shall be the mode petitioned for in case improvement shall be made upon petition, otherwise the mode shall be the one which the council shall designate in an ordinance ordering the improvement.
