Every ordinance ordering any improvement provided for in Sections 3.04.020 through 3.04.080 shall declare what, if any, portion or proportionate amount of such cost and expense shall be borne by the city out of any of its general funds, and shall direct that the remainder of such cost and expense be assessed against the property within the district in the manner provided by the law.
