The civil defense council is authorized to cooperate with the other cities and towns of Stevens County, to create a special agency or organization to provide for civil defense in the Stevens County area. The civil defense council is authorized to negotiate with civil defense organizations of the cities and towns mentioned in this section to reach agreement for the establishment of a single civil defense agency for defense of the Stevens County area and to establish the powers, duties and responsibilities of such agency. The agreement, before becoming effective, shall be approved by the city council and the State Military Department. (Ord. 1560, 1998).
