2.40.050 Director – Office created – Powers and duties.

A. There is created the office of director of civil defense. Such officer shall be appointed by the mayor with the advice and consent of the civil defense council.

B. The director is empowered and directed:

1. To prepare a civil defense operating plan for the city conforming to the county and state civil defense plan and program;

2. To control and direct the effort of the civil defense organization of the city for the accomplishment of the purposes of this chapter;

3. To direct coordination and cooperation between divisions, services and staff of the civil defense organization of the city, and to resolve questions of authority and responsibility that may arise between them;

4. To represent the civil defense organization of the city in all dealings with public or private agencies pertaining to civil defense and disaster. (Ord. 1338, §5, 1980).
