Kettle Falls, with a 2004 population of 1,591, is located just east of the Columbia River in west-central Stevens County, Washington, 81 miles northwest of Spokane.

Like many small communities in the inland northwest, Kettle Falls is surrounded by forest, hillsides, and mountains, is easily accessed by both a state and federal highway (Washington Highway 25 and U.S. Highway 395), and provides a full range of public facilities and services to its residents. It is also financially strapped, investing in capital improvements only as grant funds and locally raised revenue are available.

There is a lot of excitement in Kettle Falls. The City set aside a parcel of land for development of a skate park, an effort that began with a grassroots effort by school children in the City. The City Council began plans to seek funding to improve various park facilities, including playground equipment, restrooms, and the baseball field. Local service organizations have pledged to support a water park for young children adjacent to the community pool. Even a large insurance company from Seattle has offered to provide the City with a scoreboard for the ball field at Happy Dell Park.
