1. The preparation of draft and final EIS’s and SEIS’s is the responsibility of the City under the direction of the Responsible Official.

2. The draft and final EIS or SEIS will be prepared by the City, the applicant, or by a consultant selected by the City or the applicant. If the Responsible Official requires an EIS and someone other than the City will prepare an EIS, he will notify the applicant immediately after making the threshold determination.

3. The City may require an applicant to provide information it does not possess and make specific investigations, but the applicant need not supply information that is not required by this chapter or that is not being requested from another agency. This does not apply to information the City may request under another ordinance or statue.
