The purpose of the Heavy Industrial District is to provide minimum standards for the location of heavy industrial uses which require larger lot area to function and may create a greater degree of hazard or more annoyance than would be permitted in any other use district. Uses such as residential and some retail businesses are not permitted in this zone in order to encourage heavy industry to locate in areas where their operation will be neither injurious to nor hindered by these uses.
