The city water meters must be accessible for the city employees to read the meters. Dogs are prohibited from being near water meters as follows:

A. For meters that are at the public sidewalk, the homeowner may fence the yard to keep dogs inside the fence and block around the meter on the outside of the fence with no less than one foot on each of all three sides of the block-out fence away from the water meter.

B. For water meters that are not accessible from the sidewalk and the city employee must go onto private property to read the meter, the homeowner may either:

1. Erect a second fence that allows the city employee full unrestricted access to the meter and where dogs shall not be; this fenced out area shall be a minimum of a five-foot strip,

2. The dog may be leashed in the enclosed yard where the meter is located, but the city employee shall have full unrestricted access within the fenced yard to read the meter and the dog shall be no less than 10 feet from the path of the meter reader and the meter. (Ord. 1761, 2017).
