It is declared the public policy of the City of Kettle Falls to secure and maintain such levels of animal control within the incorporated areas of the City of Kettle Falls as will protect human health and safety, and, to the greatest degree practicable, prevent injury to property and to provide for responsible and humane ownership of animals by establishing and enforcing regulations for the keeping and control of animals within the City of Kettle Falls. To this end, it is the purpose of this chapter to provide a means of licensing dogs and controlling errant dog behavior so that it shall not become a public nuisance and to prevent cruelty to animals. It is the purpose of this chapter to repeal Ordinance 1285, and any other ordinances or parts of ordinances in conflict therewith, and to repeal the present Chapter 6.04 of the Kettle Falls Municipal Code in its entirety.
