Whenever on the first day of January of any year two installments of any improvement assessment are delinquent for more than one year, the city clerk-treasurer shall, on or before the first day of October in such year, proceed with the foreclosure of all such delinquent assessments or installments in an action brought in the name of the city in the Superior Court of Stevens County, in accordance with the provisions of RCW 35.50.220.
