No ordinance relating to local improvements shall be considered passed unless the same has received the affirmative vote of at least three members of the city council; provided, that unless a petition for an improvement is presented, the improvement shall not be ordered except by ordinance passed by the affirmative vote of at least four members of the city council at a regular meeting. (Ord. 1337, §3, 1980; Ord. 1561, §4, 1980).
