The city council of the city shall appropriate money annually for the support of the library, and all funds for the library, whether derived from taxation or otherwise, shall be in the custody of the treasurer of the city and shall be accounted for in the library fund of the city. The board of trustees shall have exclusive control of expenditures from moneys appropriated for the library, subject to any examination of accounts required by the state, and money shall be paid from the funds appropriated for the library only upon vouchers of the board of trustees. The board of trustees shall not make any expenditures or incur any indebtedness, in any year, in excess of the money appropriated for library' purposes. (Ord. 1558, §5, 1998).
