The office of the treasurer of the city shall continue to be combined with that office of the clerk of the city, and the individual holding that office shall have the title of city clerk-treasurer. The clerk-treasurer shall be appointed by and serve at the pleasure of the mayor; provided, that the appointment shall be subject to confirmation by a majority vote of the city council. The vote shall be taken at a regularly scheduled meeting of the city council. This appointment shall be in writing, signed by the mayor, and filed with the office of the city clerk-treasurer.
