The head (administrative official) of the department making the proposal or with primary responsibility for approving the permits and licenses for the proposal shall be the Responsible Official if the City is lead agency. He will make threshold determinations, determine the scope and supervise the preparation of EIS’s; ands perform any other necessary or proper task to carry out this Chapter.
