The preferred method of protecting the public water system from cross-connection hazards shall be Premises Isolation. In-Premises Isolation may be used in place of Premises Isolation where it is determined by the CCS and the Local Administrative Authority that the circumstances and good engineering practices allow such substitution without compromising protection of water quality and public health and the following shall also apply:

a. All Unified Plumbing Codes must be maintained.

b. In-Premises plumbing is under the sole authority of the Local Administrative Authority, in the City of Kettle Falls or in Stevens County, whichever applies.

c. If In-Premises Isolation is substituted for Premises Isolation, then the approved backflow preventers relied upon shall be subject to the requirements of this ordinance, including testing requirements and periodic re-inspection, and reasonable access will be provided to appropriate City personnel.
