No sidewalks shall be obstructed in any manner except between Meyers Street from 4th street through 6th street where the public sidewalks are ten (10) feet wide. Merchants and commercial businesses on Meyers Street between 4th and 6th street may be display merchandise in front of their own property between the hours of seven (7) a.m. until eleven (11) p.m. Such merchandise shall be displayed thirty six (36) inches adjacent to the merchants property line only. Provided further, there must be seven (7) feet of unobstructed sidewalk between the merchandise displayed and the street. Provided further, that all such merchandise must be removed from the above sidewalks no later than eleven (11) p.m. and not placed on the sidewalk prior to seven (7) a.m.
