All houses, residences and places of business within the city shall be numbered in accordance with the plat on file with the clerk-treasurer of the city, known as the numbering plat, which plat designates the number that each residence, house and place of business shall bear. All homes, buildings, residences and places of business constructed after the adoption of the ordinance codified in this chapter shall be assigned such number as the clerk-treasurer of the city shall designate in the permit granted for such construction.
