A person who does not hold a valid motor vehicle operator’s license shall not drive or operate a snowmobile or ORV within the city limits. It shall also be unlawful for any person to knowingly permit, allow, or encourage the operation or driving of a snowmobile or ORV by a person who is not otherwise qualified to operate a snowmobile or ORV. Snowmobiles or off road vehicles operated in violation of this paragraph may be impounded and towed.
