For the purpose of this chapter the business district is defined as Meyers Street from Highway 395 to Ninth Avenue, including the intersecting streets, Fourth, Fifth, Sixth, Seventh, Eighth and Ninth Avenues, plus one block east and one block west of Meyers Street, inclusive.
