Violation or failure to comply with any of the provisions of Section 10.04.020 and conviction thereof shall subject the offender to a fine not exceeding two hundred fifty dollars, except that for RCW Sections 10.31.100 and 46.63.020 (1 through 33) the penalty provisions of the RCW shall apply.
