The city council members and mayor shall continue to hold office for the balance of the terms for which they were elected, and that upon expiration of said terms, their successors are to be elected and qualified at the next biennial municipal election to be conducted as provided in RCW 35A.29, that the office of council members for positions 4 and 5 will be filled at the 1979 general municipal election for a four-year term of office and the city council member position numbers 1, 2, 3, shall be filled at the 1981 general municipal election for a four-year term of office.
